Emerging black filmmakers fund - call for proposals

The National Film and Video Foundation (NFVF) and Industrial Development Corporation (IDC) invite emerging black filmmakers to submit proposals for consideration under the Emerging Black Filmmakers Transformation Fund (EBFTF).

Launched in 2014, the EBFTF provides financial, marketing and related support to emerging black filmmakers.

The fund is aimed at creating a sustainable South African film industry by developing local emerging black directors and producers and encouraging the creation of compelling content for local consumption.

The EBFTF targets black directors who have released fewer than five feature films. Funding will be limited to six qualifying and viable feature films per annum over three years.

Black directors and producers are invited to submit proposals based on the following criteria:

  • Budget capped at R5.2-million (excluding marketing and company statutory costs).
  • Director and producer must be black South African citizens.
  • The films must be commercially viable.
  • The films must demonstrate economic and creative merit.
  • Films must be at the level of theatrical release.
  • Scripts must be at second draft.
  • Cast must be South African.
  • Compliance with the dti South African Emerging Black Filmmakers Incentive - see www.thedti.gov.za for detailed criteria.
  • Rights (All including film, merchandise etc):
    • Emerging black producer and black director must collectively own at least 75% of the film rights.
    • Where the producer is black but not emerging (more than 5 feature films), then the black director must own at least 50% of the film rights.
    • Where the producer is not black, then the black director must own at least 75% of the film rights, and a young black producer must be mentored.

Information to be provided with the application must include:

  1. Script  (second draft).
  2. Two-page concept document outlining:
    1. Genre.
    2. Target market.
    3. Log line.
    4. Synopsis.
    5. Directors treatment.
  3. CVs (production team):
    1. Producer
    2. Director
    3. Writer
    4. DOP
  4. Summary budget (amounts to be spent at pre-production, production and post-production stage).
  5. Declaration that the applicants own the rights as per criteria above.
  6. Declaration that the applications comply with the dti criteria for the Emerging Black Filmmakers Incentive.
  7. Tax clearance certificate.
  8. Production schedule.
  9. Cash-flow schedule.
  10. Project information:
    1. Location of principal photography.
    2. Jobs created (in same format/details provided for the dti application).
    3. Skills development and skills transfer plan.
  11. Details of post-production company and their experience:
    1. Production company: experience and previous productions involved in.
    2. Chain of title documentation including script, music etc.

Disqualifications - the following will not be considered:

  • Late entries.
  • Projects that do not meet the criteria.
  • Projects that do not have developed scripts.
  • Budgets that are above the fund amount of R5.2-million.
