Position:                Temporary Human Resource Manager

Position Status:       Fixed Term Contract

The   Gauteng   Film   Commission   is   an   NPC   entity   within   the   Gauteng   Provincial Government under the leadership of the Department of Sport, Arts, Culture and Recreation mandated with the development, promotion and coordination of the film and television production industry in Gauteng. In addition, the Gauteng Film Commission is responsible for positioning the province as a world-class destination for film-making as well as attracting local and international investments in the film and television industry.

Job Brief

We are looking for a Temporary HR Manager to join and lead our Human Resources department for a period of 3 months.

To provide strategic and operational specialist Human Resources expertise to the organization according to functional and business objectives. To ensure alignment of HR function with best practice. 

The HR Managers responsibilities include overseeing the recruitment process, designing company policies, and setting objectives for the HR Unit. You will also help shape our employer brand strategy. To be successful in this role, you should be familiar with HR Ergonomics Systems and understanding of Government statutory processes.

Ultimately, you will ensure our company attracts, hires, develops, and retains qualified employees.

The key responsibilities as stipulated below but not limited to:

  • Set objectives for the HR team and track progress.
  • Design and implement company policies that promote a healthy work environment
  • Develop compensation and benefits plans
  • Support and suggest improvements to the entire recruitment process
  • Assist in development of staff through the implementation of training and development according to relevant legislations, staff training needs and company requirements
  • Monitor HR metrics (e.g. turnover rates and cost-per-hire)
  • Effectively manage the business plan and budget in accordance with relevant legislation e.g. PFMA and company finance procedures
  • Organize learning and development programs
  • Ensure HR staff addresses employees’ requests and grievances in a timely manner
  • Maintain HR procedures that comply with labour regulations


  • Develop and implement HR strategies and initiatives aligned with the overall business strategy
  • Bridge management and employee relations by addressing demands, grievances, or other issues.
  • Manage the recruitment and selection process
  • Support current and future business needs through the development, engagement, motivation, and preservation of human capital.
  • Develop and monitor overall HR strategies, systems, tactics, and procedures across the organization.
  • Nurture a positive working environment
  • Oversee and manage a performance appraisal system that drives high performance
  • Maintain pay plan and benefits program
  • Assess training needs to apply and monitor training programs
  • Report to management and provide decision support through HR metrics
  • Ensure legal compliance throughout human resource management


  • BCom/BAdmin degree in Human Resources Management/ Organizational Psychology
  • Postgraduate degree in HR Management/ Organizational psychology or relevant certification is added advantage.


  • At least 3-5 years relevant Human Capital Management
  • Management Experience is essential
  • An understanding of Government statutory processes would be an added advantage.
